The Section through its awards program annually recognizes its members who by their example are considered outstanding by their peers in their careers and service to the engineering profession and their communities. The nominations originate from the branches and the selections are made by the Special Activities and Awards Committee; a standing committee of the Section. branch awards program to recognize their outstanding members. Those so recognized
may be nominated by their branch for consideration for the same recognition at the

Honorary Member
Reston, Virgina, June 4, 2007 — The American Society of Civil Engineers recognized
the accomplishments of Bobby E. Price, Ph.D., P.E., Hon.M.ASCE
by electing him to Honorary Membership. The Induction Ceremony will take place at
the black tie gala banquet, held in conjunction with the Society’s 137th Annual
Civil Engineering Conference, on November 3 at the Buena Vista Palace in Orlando,
Florida.
Dr. Price was honored for his distinguished service and leadership
of over four decades in engineering education and the engineering profession and
for outstanding contribution in the reformation of the future of civil engineering
education and professional licensure. He has been a leader in the decision-making
process, as ASCE’s initiative to reform engineering education in the United States
has taken form and moved forward. He has provided ASCE with timely and well founded
input at key junctures throughout the implementation of Policy Statement 465 and
deserves significant credit in this regard as engineering education changes over
the coming decades.
Dr. Price served on the ASCE Committee on Curricula and Accreditation
during the development of the ABET EC 2000 Criteria and Civil Engineering Program
Criteria, serving as chair of CC &A in 1997-98. In addition, he plays a central
role in reforming engineering education through his involvement with the Committee
on Academic Prerequisites for Professional Practice (CAP3) for which he was a founding
member and the first chair of its licensure committee.
Critically important, Dr. Price successfully encouraged cooperation
among ASCE, NSPE, NCEES, ABET, and other organizations in developing and proposing
engineering educational/licensure models and action plans through the NSPE Engineering
Education/Licensure Model Task Force. He launched an initiative with the Professional
Engineers in Higher Education to gain greater acceptance of construction experience
for purposes of engineering licensure. Dr. Price helped to initiate the “Get Licensed/Get
Ahead” Campaign to encourage engineering students and young engineers to pursue
engineering licensure and conducted dozens of national, state, and local presentations
on changes necessary to improve the engineering education/licensure process. He
worked closely with federal governmental officials within USACE and NAVFAC to promote
engineering licensure and the establishment of a joint position statement on federal
engineers’ final technical authority.
An outstanding educator in hydraulics and water resources, Dr.
Price also taught many courses in engineering mechanics, capstone design, and professionalism
and ethics at Louisiana Tech University for 32 years. One of his greatest contributions
to the college’s educational mission was the emphasis he placed on communications
and presentations. He received the ASCE Student Chapter’s Outstanding Professor
Award an amazing 10 times throughout his tenure with the University. In addition
to his teaching, advising, and research responsibilities, Dr. Price held numerous
leadership positions in the University, including Civil Engineering Program Chair,
College of Engineering Graduate Studies Director, and College Undergraduate Studies
Director. The University has established a Distinguished Professorship in his name.
Dr. Price has played key leadership roles, including serving
as President or Chairman, of the National Society of Professional Engineers, the
Louisiana Engineering Society, the Louisiana Engineering Foundation, the American
Water Works Association Southwest Section, and as Vice Chairman and member of the
Universities Council on Water Resources Committee on Research and Education in Water
Resources Engineering. He served on the Louisiana Professional Engineering and Land
Surveying Board from 1997-2003, and served as Chair in 2002-03.
In addition to numerous civic organizations, Dr. Price is a
member of the Lincoln Parish Geographical Information System Commission and the
Sparta Groundwater Conservation Commission. His achievements have been recognized
by numerous awards, including the William H. Wisely American Civil Engineer Award
from ASCE, being inducted into the Academy of Distinguished Alumni by the Department
of Civil, Architectural, and Environmental Engineering at the University of Texas
at Austin, and being named a Distinguished Engineer by the Texas Engineering Foundation.
Honorary Membership is the highest award the Society may confer,
second only to the title of ASCE President. Honorary Members on this prestigious
and highly selective list have attained acknowledged eminence in a branch of engineering
or its related arts and sciences. There are now 565 individuals who have been elected
to this distinguished grade of membership since 1853.

and Conference in Shreveport to be presented with their Life Member certificates
during the Awards Banquet. A brief biography was presented as each of them reveived
their certificate.
David N. Williams, PE, is a resident of Baton
Rouge and since 2001 he has been the Civil/Structural Department Manager for CDI
Engineering Solutions, Process and Industrial. Williams is a native of Saint Joseph
Michigan, and in 1964 he earned his BS in civil engineering from Tri-State University,
Angola, Indiana. He is currently licensed to practice in 21 states and territories
of the United States.
Williams is married to his childhood sweetheart and friend for
life, the former Nancy Lee Rose, of Saint Joseph, Michigan. They have 4 daughters
who graduated from Louisiana State University in Baton Rouge and have graced them
with 10 grand children. Of their 4 sons-in-law, 2 hold degrees from Louisiana Tech
University and Louisiana State University.
He began his career in the Chicago area as a Structural Engineer,
designing commercial and residential high rise structures. He was an associate with
the joint venture of the businesses including of Daniel, Mann, Johnson, and Mendenhall
— Max O. Urbahn — Seeley, Stevenson, Value, and Knecht — and The George A. Fuller
Construction Company. Collectively known as DUSAF it was commissioned to engineer
and construct the National Accelerator Laboratory west of Chicago now known as the
Fermi Laboratory. www.fnal.gov. For his part in this project, Williams was instrumental
in the structural design of the 16 story Robert Rathbun Wilson Hall, the 830 seat
Norman F. Ramsey Auditorium, and the Meson Laboratory located in the Fixed Target
Experimental Area on the 6,800 acre complex.
In 1973 Williams moved to Baton Rouge where he continued his
career as a Senior Structural Engineer in the capacities of Lead Engineer, Project
Engineer, and Department Manager with the engineering firm of Barnard and Burk Inc.
In 1989 he joined Salmon and Associates as the Chief Structural Engineer and Manager
of the Civil/Structural Department. In 1992 he moved to Lakeland Florida as Vice-President,
and Chief Engineer of the firm’s Florida Operations.

Donald M. Edington, PE, a native of Springhill, Louisiana and
a 1965 graduate of Louisiana Tech University, earned his BS in Civil Engineering
and continued a semester of graduate studies in Environmental Engineering. He attended
Navy Officer Candidate School in Newport, Rhode Island and commissioned as Ensign.
He served in the U.S. Navy Civil Engineering Corps and attended the Navy Civil Engineering
Corps School in Port Hueneme, California. From there he served as Facility Engineer,
Public Works Center, Subic Bay, Philippines, 1966-1967; and Assistant Public Works
Officer, Naval Air Station, Lemoore, California, 1967-1968.
In 1969 Edington continued his graduate studies at Louisiana
Tech in Environmental Engineering where he and his wife Patricia Carroll from LaSalle
Parish met and were married. He was employed as Project Engineer, International
Paper Company, Mobile, Alabama, 1970-1974 — Community Development Engineer, Research
and Development Center, Jackson, Mississippi, 1974-1981 — Engineer Supervisor, Resource
Recovery and Development Authority, Baton Rouge, Louisiana, 1981-1985 — Parish Engineer
and Parish Administrator, DeSoto Parish Police Jury, 1985-2000, from which he retired.
He has since served as Branch Manager for Meyer, Meyer, Meyer, LaCroix & Hixson,
Inc. to present.
Don and his wife Pat have a daughter, Suzanne.

Jerry G. Lazenby, PE, is President of
Lazenby and Associates, Inc. in West Monroe, Louisiana. The firm offers consulting
engineering and land surveying services. A 1965 Graduate of Louisiana Tech University,
Jerry began his engineering career with the Federal Highway Administration. In 1974
he moved to West Monroe joining the consulting firm of Jenkins and Madden Engineering
Company that evolved into Lazenby and Associates.
Jerry is a past chairman of the Professional Engineers in Private
Practice, a practice division of the Louisiana Engineering Society, and a past President
of the Monroe Chapter of the LES. He is the 1993 recipient of the LES Charles M.
Kerr Public Relations Award and the 1994 recipient of the LES Andrew M. Lockett
Civic Affairs Award.
A past President of the Consulting Engineers Council of Louisiana,
Jerry also served as its Louisiana National Director 1997-1998 and chaired its Transportation
Committee. In 2000 Jerry received the A.E. Wilder, Jr. Award for Outstanding Service
to the CEC/L. He has been elected to the position of Fellow in the American Consulting
Engineers Council and the Institute of Transportation Engineers. Jerry was appointed
to — and served 6 years as a member of — the Louisiana Professional Engineers and
Land Surveyors Board and he has remained active in service to the National Council
of Examiners for Engineers and Surveyors.
Jerry has served on the Louisiana Tech Engineering Foundation,
and the Tech Civil Engineering Advisory Committee and Engineering and Science Foundation.
In 1995 he was awarded Tech’s Distinguished Alumnus Award in Civil Engineering and
elected a Life Director of Tech’s Engineering and Science Foundation.
In his community, Jerry is a member and past president of the
West Monroe/West Ouachita Chamber of Commerce and the West Monroe Rotary Club and
he is a Paul Harris Fellow. Jerry and Christine, his wife of 41 years, have 2 sons,
a daughter and 9 grandchildren. Christine is also a Louisiana Tech graduate. They
are active members of the First Baptist Church of West Monroe. Jerry’s hobbies include
deer hunting and fishing.

Steven P. Rider, PE, graduated from college
in 1965 and began working for Rust Engineering in Calhoun, Tennessee. He moved to
Northeast Engineering in Springfield, Massachusetts and then proceeded to earn his
MS from the University of Cincinnati in 1975. In this setting, he was the only student
licensed to practice in California and he gave the professor a hard time about leaving
out parts of the seismic calculations.
The following 13 years he worked for Pedco in Cincinnati, Ohio
and then for Fleur Daniel in Cincinnati, Ohio and in Richmond, VA for 16 years.
He retired on 2000. Since retirement, Williams works on small jobs for McCormick
& Co. At one time, he was licensed in 13 states including Civil in California
and Structural in Illinois. He has worked all over the world, including service
in the countries of Mexico, Uruguay, the Philippines, India, Turkey, and all over
the United States.
Stephen Rider, PE, currently lives in Shreveport with his wife
and they were recently blessed with grandchild.

Distinguished Senior Civil Engineering Students
The Section’s 2007 distinguished senior civil engineering students
were also honored during the awards banquet of Section Annual Spring Meeting and
Conference the banquet. They are John David Brown from Louisiana
Tech University, Lauren Johnson from LSU, Brandon DeJean from Southern
University, Rebecca Sherer from UNO, Atieh Sehati
from the University of Louisiana at Lafayette and David Minton
from McNeese State University.

The Section did
not present Outstanding Member Awards for 2006. However, the New Orleans
Branch Board of Directors did approve the recipients of the Branch Outstanding
Member Awards for 2006 recognizing the exceptional achievements of these civil
engineers in the Branch community. The New Orleans Branch Outstanding Member
Awards for 2006 were presented during its August 2006 regular membership

Citations:
Angela DeSoto Duncan, PE, was selected by the Branch
Board of Directors to receive the Branch Outstanding Government Civil
Engineer Award. She is employed as a
Technical Manager and Team Leader by the US Army Corps of Engineers and she is
a licensed engineer in Louisiana. Duncan
is a member of the ASCE, the Louisiana Engineering Society and the American
Concrete Institute. She earned her BS
degree from Tulane University in 1988.
In ASCE,
Duncan served as the chair of the national Committee on Licensure and Ethics,
an a member of the Task Committee on Academic Prerequisites for Professional
Practice, as a member of the national Committee on Professional Practice, as a
member of the Task Committee on Government Engineers, as the chair of the
national Committee on Younger Members and as the President of the New Orleans
Branch. In the Louisiana Engineering
Society, she served as President of the New Orleans Chapter and Chair of the
MathCounts competition. Duncan served as
a judge for the American Concrete Institute, Louisiana Chapter Outstanding
Concrete Project of the Year.
Duncan is a
member of the Tulane University Alumni Admissions Committee recruiting
prospective students. She has been a
volunteer for BeechSweep for 6 years, a Christmas in October for 3 years, and a
senior judge for the Louisiana Science and Engineering Fair for 13 years and
recently served as head judge for the senior team category.
A coauthor
of the Interagency Performance Evaluation Task Force performance evaluation of
the New Orleans and Southeast Louisiana hurricane protection system report,
Duncan is also the Technical Manager for the Southeastern Louisiana Urban Flood
Control, Orleans and Jefferson Parishes, and the Technical Manager for the
Cousins Discharge Channel, Culvert and Floodwalls. She is a lead designer for approximately $30
million in hurricane protection projects in the New Orleans area.
Dale C. Biggers, PE, was selected by the Branch Board
of Directors to receive the Branch Outstanding Civil Engineer Award. Biggers is employed by Boh
Brothers Construction Company, LLC, where he serves as the Vice President of
its Piling and Marine Department. Biggers is a licensed engineer in Louisiana and earned his BS degrees in
math and civil engineering from Tulane University in 1966 and 1968. He graduated from the US Coastguard Officers
Candidate School in 1969 as an Ensign in the US Coastguard.
Biggers
served as the chair of the technical committee of the Pile Driving Contractors
Association where he led the writing of the installation specifications for
driven piles and he presented them to the American Association of State Highway
and Transportation Officials for their inclusion in its guidelines. He is a member of the ASCE and he has served
of the board of directors for the New Orleans Opera for 18 years.
Heather Emery Myers, EI, was selected by the Branch
Board of Directors to receive the Branch Outstanding Young Civil Engineer Award. Myers is a certified engineer
intern in Louisiana and she earned her BS and MS in Environmental Engineering
in 1998 and 2006 from Tulane University. She is employed by MWH - Environmental Engineering, Construction Water
and Power and an active member in the ASCE and the Society of Women Engineers.
Myers was
an active member of the Tulane ASCE Student Chapter where she served on the
Chapter’s concrete canoe competition team and as Secretary and Vice President
on its Board of Directors and was responsible for organizing Chapter social
activities. Myers has been an active
member of the New Orleans Branch Younger Member Committee and its Water
Resources Committee and a volunteer for the Branch’s Box City outreach effort
in the Children’s Village during the New Orleans Jazzfest.
Myers is an
active member of the Greater New Orleans Section of the Society of Women
Engineers. She has served in the offices
of Secretary and Treasurer on its Board of Directors and she has chaired
several of its committees. The Section
won the Membership Program Award for small sections under her leadership as
chair of its Membership Committee and Myers’ service has been twice recognized
with the Section’s Distinguished Member Award.
Myers has
served on the Board of Directors of the Green Project with the mission “To
match the issues of limited landfill space, neighborhood blight, pollution and
waste, with solutions that will benefit the Greater New Orleans area.” She initiated an office-level community
outreach effort in her company and serving as its community coordinator for 2
years. The effort supports beach
cleaning, Christmas tree recycling, food bank, scholarship fund raising and
other activities. Myers volunteered for
community improvement projects with the Young Leadership Council, supporting
the rebuilding efforts following Hurricanes Katrina and Rita including light
demolition, construction and painting. Following the hurricanes, she assisted volunteer groups of college
students nationwide to coordinate their volunteer rebuilding efforts in New
Orleans with local non-profit organizations.
As project
manager of the Water Master Plan for the City of New Orleans, Myer oversaw the
daily tasks of the project team that includes 3 subconsultants. She is currently the project manager for the
evaluation of the Jefferson Parish recycling program that is temporarily
suspended following the hurricanes.
John L.
Niklaus was selected by the Branch Board of Directors to receive the Branch Lifetime Achievement Award. Niklaus began his engineering career as a consultant and an instructor
specializing in traffic and transportation engineering while working on his
advanced degrees. He earned his BS and
MS in civil engineering from Tulane university in 1955 and 1961 and his PhD in
civil engineering from the University of Washington in 1967. Niklaus joined the Tulane faculty in its
Civil Engineering Department in 1963 and became the Chair of the Department in
1984 — a position that he held until his retirement. During his tenure on the Tulane faculty his
specialty areas expanded to include structural engineering while also teaching
a much wider range of subjects.
During his
career, Niklaus served as a member on the St. Charles Parish qualification
based selection committee for the selection of engineering firms to perform
services for the Parish, the advisory committee to revise the New Orleans land
use plan and zoning ordinance, and the technical committee to develop a statewide
intermodal transportation plan for Louisiana. He also served as the director for the Canal Street improvement project
for the New Orleans Chamber of Commerce.
Niklaus is
a member of the ASCE, the Louisiana Engineering Society, the Society of Tulane
Engineers, Tau Beta PI, and the Institute of Traffic Engineers. Prior to retirement, he was a licensed
engineer in Louisiana. As a member of
the ASCE, Niklaus served 2 terms as President of the New Orleans Branch, as a
member of the steering committee of the Branch’s Structures Committee, and two
terms as a Director on the Louisiana Section Board of Directors. He also served on the host committees for 2
ASCE national conventions held in New Orleans. Niklaus served a term as the President of the Society of Tulane
Engineers.
Waldemar S. Nelson, PE, was selected by the Branch
Board of Directors to posthumously receive the Branch Civil Engineering Wall
of Fame Award. He was Director
Emeritus of Waldemar S. Nelson and Company, Inc. at the time of his death on
November 15, 2005. Nelson earned his BS
in Mechanical Engineering and Electrical Engineering from Tulane University in
1936 and he was licensed as a civil, electrical and mechanical engineer in 44
states. He was Fellow and Life Member of
the ASCE.
Nelson
served as Chair of the Louisiana State Board of Registration for Professional
Engineers and Land Surveyors, Treasurer of the National Council for Engineering
Examiners and received the NCEES Distinguished Service Award. He was a founding member and served as
President of the Board of Advisors of the Tulane University School of
Engineering, a trustee of the Tulane Engineering Foundation and the 1997
inductee into the Tulane Engineering Hall of Fame, the 1992 Tulane University
Volunteer of the Year and the 1976 Tulane University Outstanding Engineering
Alumnus.
Recipient
of the ASCE New Orleans Branch Lifetime Achievement Award in 1998, Nelson was
an active member of the Louisiana Engineering Society where he served a term as
its President. In honor of his
“outstanding service to the LES, in an unselfish manner in keeping with the
highest professional standards of conduct, including active participation and
leadership within the Society,” the LES Waldemar S. Nelson President’s Award was instituted. Also in honor of
Nelson’s “exemplary leadership and overall guidance to bring the Louisiana
Engineering Center from a vision to a reality,” the Center’s Waldemar S. Nelson
Conference Room was dedicated in 1999.
Other
honors received by Nelson include the Times-Picayune Loving Cup, the James E.
West Fellow - National Endowment Award; the Southeast Louisiana Council of the
Boy Scouts of America - Distinguished Citizen Award; the Valley Forge Freedom
Foundation, New Orleans Chapter - George Washington Honor Medal; the Junior
Achievement of New Orleans - Entrepreneur of the Year, and inductee into the
Junior Achievement Business Hall of Fame; and the Young Leadership Council -
Role Model of the Year in Engineering.

The Section
members who became Life Members in 2006 were invited to the awards ceremonies
during the awards banquet to receive their Life Member certificates. They and
their respective home branches are
