Civil Engineer
Lafayette, Louisiana

Fenstermaker has an exciting opportunity for a challenging and dynamic position as a Civil Engineer. This position will include planning, designing, and directing civil engineering projects with a focus on roadway design and transportation projects.

Requirements Include:

  • Bachelor’s degree in Civil Engineering from an ABET accredited university
  • an active professional engineering (P.E.) license in the state of Louisiana
  • 8-12 years of experience, including at least 5 years of professional experience after obtaining P.E. license
  • Candidates must also possess and demonstrate knowledge in general roadway design, drainage design and performing feasibility studies for transportation projects.

The challenge? Provide a range of custom-tailored operations and maintenance solutions. CH2M HILL's Community Development Director/Engineer will provide the City of Central, LA with municipal planning; code administration; land development; plan review; floodplain management; community rating system record management and construction plan review and approval for the Community Development Department. To be considered for this position candidates MUST hold a Civil Engineering degree and be licensed in the State of LA. This position provides direction, leadership, and management of the CH2M HILL client City managing the named functions in the Contract. The Director/Engineer ensures that the City’s mission, council direction and core values are incorporated into operational activities and services.

Our Director/Engineer:

Performs highly responsible and complex professional administrative work, planning, organizing, directing and coordinating the Community Development department.

Specific Responsibilities:
  • Plans, organizes and directs the activities of the City’s Community Development Department
  • Approves and inspects all land development and land disturbance permits and tree removal permits and site inspections
  • Conducts construction plan review and approval including site visits; proposed development on drainage, traffic and sewer; prepares reports and does final construction documentation as well as coordinating and facilitating pre-construction conferences between Public Works department, contractors and developers
  • Maintains records to meet compliance regulations and coordinates with FEMA for Community Assistance visits and improves City's Rating System
  • Oversees and manages floodplain items such as flood zones and base flood elevations for all proposed structures and reviews; approves and maintains records of Elevation Certificates
  • Shall be familiar with city's zoning and building codes and shall have expertise in drainage, sewer and traffic
  • Shall be available for site visits and shall attend Planning & Zoning Commission meetings and City Council meetings as necessary
  • Shall have the ability to research methods and sources of information related to urban growth and development
  • Will apply development techniques and practices to the establishment of strategies, programs, goals and objectives
  • Have ability to interpret planning, zoning, and building inspection policies and procedures to the general public
  • Must be experienced in all aspects of master planning, land development permits/orders and interpret application of codes and ordinances
  • Have supervisory experience in a Community Development environment
  • Have knowledge of principles and practices of urban planning and zoning, engineering, stormwater systems and regulations, plan review and building inspection

Basic Qualifications

  • BS degree in Civil Engineering, and be licensed in the State of Louisiana
  • Strong interpersonal relationship skills with the ability to establish and maintain cooperative and effective working relationships with the City staff and council members, other government officials, business leaders, advisory boards, news media, contractors, suppliers and the general public
  • 5-7+ years of progressively responsible experience in engineering, Administration or City management; and experience which provides the requisite knowledge, skills, and abilities for this job
  • 2+ years of supervisory experience
  • Current Drivers License
